Park County Moves to Level Green on COVID-19 Dial



Park County, Colo. - Today the Park County Board of County Commissioners announced that the county will move to Level: Green on the state’s COVID-19 dial. The change is effective Friday, April 9 at 6 am.

“This is great news and reflects that the people of Park County understand the importance of taking actions to limit the spread of CIVID-19,” said Richard Elsner, County District 2 Commissioner. “Hopefully everyone will continue to be cautious so we can continue to open up the county and return to a more normal life,” continued Commissioner Elsner.

The move to Level Green means new, more relaxed restrictions for places of business and activities. Here is a summary of some of the key changes:

Counties can set their own mask requirements. Therefore, masks are now optional in Park County unless you enter the following:
  1. These public settings: K-12 schools, child care centers, indoor children’s camps, public-facing state government facilities, congregate care facilities, and prisons and jails;
  2. Health care settings — including hospitals, urgent-care centers and doctors’ offices;
  3. Businesses that choose to require face coverings be worn by patrons or employees (posted signs at entrance); or
  4. Personal-services businesses, such as hair and nail salons.
Counties and regions certified for Level Green may allow any business, activity, or gathering within their jurisdiction to fully operate with no capacity restrictions other than those resulting from 6 feet distancing, except for the following businesses and activities may operate at 50% of their pre-pandemic capacity not to exceed 500 people:
  • Bars
  • Smoking lounges
  • Unseated Indoor events
  • Organized indoor recreational youth or adult league sports
  • Indoor Children’s Day Camps, Residential Camps, Youth Sports Day Camps and Exempt Single Skill-Building Youth Camps
Counties may increase their businesses and activities operational capacity by 5% each month that the county continues to meet the metrics in Section II.B.1 of this Order.

Seated Indoor Events may seat up to 10 people together including non-household members; however, if a seated Indoor Event will exceed 500 people, the event operator or organizer must consult with CDPHE.

Please review Public Health Order 20-36 for the full details and guidance. By mid-April, the state’s COVID19 Dial and associated guidance will become recommendations, rather than requirements for nearly every setting. A formal announcement with details will be made following state action. Park County Public Health will continue to keep the public informed of the county’s status and latest information on how to gather safely.

JCPH Issues Local Public Health Order to Lead County Through Recovery
County part of Denver Metro Area regional approach to keep residents safe while gradually reopening

Jefferson County, Colo. – Jefferson County Public Health (JCPH) today issued a new public health order ( PHO 21-001 ) to help guide the county through the recovery phase of the COVID-19 pandemic and into a full reopening. The order was issued in anticipation of the State of Colorado dissolving Executive Order PHO 20-36 and the Dial 3.0 this week, with counties expected to implement their own tailored strategies to meet their community’s needs. JCPH’s PHO 21-001 is effective at the time the state’s order is rescinded, which is expected on April 16, and is in effect until August 15.

“We have been working very closely with other local public health leaders in the Denver Metro Area, which encompasses about 60% of the state’s population, as well as county leaders for the past several weeks to determine how to best move forward,” said Dr. Dawn Comstock, executive director of JCPH. “We are confident this brief phased approach will allow our community to work to get our recent increase in COVID-19 transmission back under control, while we race to quickly vaccinate as many people as we can and prevent another surge driven by more-contagious variants. At the same time, our local businesses can better plan for the near future.”

Recently, Jefferson County has seen increases in its COVID-19 seven-day case incidence rate and test positivity rate. During April 5-11, there were 891 cases of COVID-19 (152.8 per 100,000) in Jefferson County, and the test positivity rate during the same time period was 5.0%. The Colorado School of Public Health Modeling Team advising the Governor has concluded that delaying policy changes in Colorado until mid-May will prevent large numbers of deaths and hospitalizations.

Under the new PHO 21-001, there are two phases to reopening:
  • Phase 1 – Moving Toward a Full Reopening (April 16-May 15): Businesses and individuals can operate under Dial 3.0’s Level Blue capacity limits and simplified mitigation requirements for 30 days. There will be no movement during this 30-day period. Review the order for specific mitigation requirements and capacity limits for businesses and activities.

  • Phase 2 – Observation Period (May 16-August 15): Jefferson County, along with other Metro Denver counties, will move to a new Level on the Dial — Level Clear — which has no restrictions. In Level Clear, businesses will operate at 100 percent capacity with no mitigation requirements, although indoor mask requirements may still apply. During the observation period, rather than focusing on incidence rates or test positivity rates, JCPH will closely monitor hospitalizations, a health metric indicative of severity of COVID-19 infections. It is expected that by late May vaccination coverage should be sufficient to control COVID-19 transmission in Jeffco. However, if needed, JCPH can apply capacity limits based on hospitalization rates as described in the order.

With PHO 21-001, the county’s Five-Star Certification Program for businesses is suspended. All businesses in Jefferson County, including those certified under the program, must operate under the simplified Level Blue capacity limits and mitigation requirements. If at any point Jeffco has to return to a higher Dial Level, Five-Star businesses would be permitted to operate at one level lower on the Dial.

“It’s too soon to completely abandon all COVID-19 transmission prevention measures. Jeffco residents who are not yet vaccinated are still at risk and should continue to Be COVID Smart. However, we can now chart a sound path forward combining these proven COVID-19 mitigation strategies, our own local Jeffco data and a deep knowledge of our community’s unique needs,” Dr. Comstock said. “We’re confident this collaborative approach across the Denver Metro Area, in tandem with a unified race to get more people vaccinated, will help us avoid a fourth surge during this critical time. If we can work together and be patient just a bit longer, we may now only be about one month away from the finish line.”

JCPH’s local mask order, PHO 20-008, remains in effect and all residents and visitors in Jefferson County must continue to wear a mask in indoor public spaces when 6 ft. distancing cannot be maintained from non-household members. In areas where the statewide mask order is more restrictive, individuals must follow those requirements.

Jefferson County Public Health has organized a Vaccination Clinic in concert with Evergreen Fire and Rescue and New West Physicians.

APPOINTMENTS ARE REQUIRED and this event is targeted towards LOCAL MOUNTAIN COMMUNITY RESIDENTS ONLY.

To make an appointment call 303-239-7000, option 1. Specify you are interested in the Evergreen Clinic. If you receive an answering service make sure you leave a voicemail with your return contact information.

Vaccinations will be available Mondays and Thursdays beginning April 12 until the need is fulfilled.

Vaccinations will take place in the Admin Building of the Evergreen Bergen Fire Station at 1802 Bergen Parkway.

Please do not stop by the Fire Station without an appointment and do not call the Fire Station for more information.

COVID-19 Response Returns to Local Governments

Park County, Colo. - Today the state’s COVID19 Dial and related restrictions become guidance and the management of the pandemic response returns to local counties and municipalities. The new statewide Public Health Order 20-38 rescinds the Dial order and maintains baselayer protections. The change is effective immediately, Friday, April 16.

What does this mean for individuals living in Park County?
  • Mask-Wearing: please continue to wear your mask in public indoor settings. Masks are required in the following settings:
    • K-12 schools, child care centers, indoor children’s camps, public-facing state government facilities, congregate care facilities, and prisons and jails.
    • Health care settings — including hospitals, urgent-care centers and doctors’ offices;
    • Businesses that choose to require face coverings be worn by patrons or employees (posted signs at entrance); and
    • Personal-service businesses, such as hair and nail salons.
  • Events and Capacity Restrictions: while there are no longer capacity restrictions in place, event hosts are responsible for establishing preventative protocols and measures to prevent the transmission of COVID19. We encourage people to:
    • adhere to the recommended event guidance
    • gather outdoors whenever possible and wear a mask if indoors
    • remember, if an indoor event exceeds 100 people then 6 feet distancing and masks are required.

What does this mean for businesses and schools?
  • The new order requires all businesses and government entities to:
    • consider reasonable accommodations for individuals who cannot access or cannot take COVID-19 vaccines,
    • follow the mask executive order, and
    • strongly encourages following CDPHE sector guidance for disease mitigation.
  • Requires 6 feet distancing and masks for indoor gatherings that exceed 100 individuals and caps these gatherings to no more than 500 people without a variance. Exempt are places of worship, retail settings, restaurants that have seated dining and do not have gathering spaces that allow for more than 100 people to congregate.
  • Requires schools to follow the CDPHE schools and child care outbreak guidance and further requires that when learning is all remote, extracurricular activities are not authorized in person.

PCPH will continue to inform the public of disease trends and recommendations for gathering safely while COVID19 remains a threat. In the meantime, you can get a vaccine to protect yourself and your family from COVID19. Sign up for an appointment here. Everyone should continue to take the protective measures that got us to this point in the pandemic: wash your hands, stay home when sick, and wear a mask and practice social distancing when gathering indoors.

The vaccine clinic at Evergreen Fire Rescue for mountain residents is in its second week and going well.

The process to register is to call the JCPH call center at 303-239-7000 option 1 and be specific about the Evergreen clinic being the one you want. You may have to leave a message but will get a call back; it is important you voice the want of the Evergreen clinic in their voice message too. They are currently offering the Moderna vaccine, and 2nd appointment will also be at EFR and the scheduling of it is facilitated onsite before you leave from the first dose.

It is important you DO NOT call the fire department directly, they cannot help you schedule your appointment and will direct you to call the JCPH number. They are not sharing public links to register in an effort to keep it for our mountain communities.

Clinics are Monday afternoons and all day Thursday, they will offer them as long there is a need.

Vaccine Appointments Available for Friday

Park County, Colo. – In partnership with Summit Community Care Clinic, Park County Public Health is hosting a drive-thru vaccine clinic this Friday April 23, in Fairplay. The clinic will offer the Moderna vaccine, therefore appointments are available for anyone 18 and older. The clinic location is 640 Hathaway St, Fairplay, CO and will take place from 11:30 AM to 2:30 PM.

Park County Board of Health COVID19 Guidance to Park County Residents and Visitors

The state’s COVID19 Dial and related restrictions are now guidance and the management of the pandemic response returns to local counties and municipalities, as of April 16.The following additional Executive Orders and State Public Health Orders remain in effect:
  1. D2021 079 Governor’s Executive Mask Order. This order is set to expire May 3rd, 2021;
  2. PHO 20-38 rescinds the dial and maintains base layer protection;
  3. PHO 20-20 establishes requirements For Colorado Skilled Nursing Facilities, Assisted Living Residences, Intermediate Care Facilities, And Group Homes For COVID-19 Prevention And Response;
  4. PHO 20-33 Laboratory Data Reporting concerning the reporting of data from all individuals or entities regarding all individuals who have been tested for coronavirus disease2019 (COVID-19); and
  5. PHO 20-37 establishes Vaccine Access And Data Reporting For COVID-19.
Park County and state health officials have provided best practices over the last thirteen months to help protect citizens from COVID19 that include: wash your hands, stay home when sick and get tested, get outdoors, and wear a mask and practice social distancing when gathering indoors.

Park County entrusts citizens and visitors to know their health status and make decisions that are right for themselves and respectful of others. In Park County we believe in the individual responsibility of citizens to determine how best to protect themselves, their family, their businesses and their customers, and to act accordingly, observing the following guidance:
  1. Mask-Wearing: Wearing of a face covering mask is encouraged and an individual choice except where state policy states otherwise. Masks are required by Executive Order D 2021 079 in the following settings:
    • K-12 schools, child care centers, indoor children’s camps, public-facing state government facilities, congregate care facilities, and prisons and jails.
    • Health care settings — including hospitals, urgent-care centers and doctors’ offices;
    • Businesses that choose to require face coverings be worn by patrons or employees (posted signs at entrance); and
    • Personal-service businesses, such as hair and nail salons.
    • If an indoor event exceeds 100 people then 6 feet distancing and masks are required.
    • Exempt are places of worship, retail settings, restaurants that have seated dining and do not have gathering spaces that allow for more than 100 people to congregate.

  2. Events and Capacity Restrictions: while there are no longer capacity restrictions in place, event hosts are responsible for establishing preventative protocols and measures and attendees to take personal responsibility. Please review the state’s Spring Event Guidance. The Board of Health encourages people to:
    • Gather outdoors whenever possible.
    • Wear a mask if indoors.
    • Remember, if an indoor event exceeds 100 people then 6 feet distancing and masks are required by the State. Gatherings over 500 require a variance from the state.
    • Respect local businesses by complying with on-site mask requirements and other COVID19 mitigation efforts as determined necessary by the business.

  3. The new state public health order requires all businesses and government entities to:
    • Consider reasonable accommodations for individuals who chose to decline or cannot access or cannot take COVID-19 vaccines.
    • Follow the statewide mask requirements as listed above.
    • Strongly encourages following CDPHE sector guidance for disease mitigation.
    • Requires schools to follow the CDPHE schools and child care outbreak guidance and further requires that when learning is all remote, extracurricular activities are not authorized in person.
  4. Protect yourself and others by getting a vaccine:

Park County Public Health will continue to inform the public of disease trends and offer recommendations for gathering safely while COVID19 remains a threat. For information about Park County’s COVID19 Response and to access resources, please visit our website.
