ISO has revised their schedule for how they determine classification of fire departments

First section they look at is dispatch, applied to 10% of rating for district. In the past, dispatch had received 100% rating. ISO added in many technological pieces of things that the departments have been attempting to implement at dispatch the past 6 months, but JeffCo not prepared to do so for 2-3 years out. Well affect how that will affect automatic aid. Chiefs will meet to discuss how to better cover their areas

Next: Fire flow - ability to pump 3500 g/min, check.

Automatic aid: they will get 0 points for.

Staffing: b/c they've cut positions, they will get lower rating

Equipment: risk of losing ground on rating

Hose & Equipment: will probably meet, except ISO requires dept to have one reserve/spare engine - they do not have one.

Service companies: equivalent of ladder companies. We don't have tall enough buildings, but should have extra pumpers and don't

Training: did poorly last time. Lacking requirements for this rating
Chief will be requesting that we don't hire Training Position as they would likely be laying them back off at the end of the year. Will hurt rating

Pump hose and ladder testing: we'll receive full credit for ladder and hoses, but
3 of 8 apparatus we have will not pass pump test

Water supply credit - ability to supply tankers. We're reaching critical. Of 4 tankers, 2 approaching 25 years of, don't pass pump test

Fire prevention: we'll see a decline due to laying off fire Marshall position

Summary: if ISO was to come in right now, we will see a decline. We'd be fortunate to maintain a Class 6 rating

They are due to evaluate next year (2014).

Preliminary assessments from JeffCo & ParkCo: from May numbers we'll see decline of 3.4% and 6.75% respectively
Appeals from residents last year brought that down another 3%, final numbers come out in December.
With no successful challenges, looking at cut of $45,000 to budget. With appeals, would be an additional $20,000-30,000 in cuts.

Due to that information, Chief Recommending that Deputy Chief position not be filled and training be scaled back.

Stop recruiting new volunteers/no recruit academy for this coming winter class. Take volunteers that would already have experience, don't need 200 hours training time.

Currently have 59 volunteers, feel that staffing is adequate.

Good news: did receive FEMA grant for training, will take up shortfall in other position missing. Will fund putting 6 members into Paramedic Training class.

Not ready to propose recommendations yet on bond or mill levy. July board meeting deadline - board will have to decide.
Focusing on ISO Ratings because it's quantifiable, and reviewed by outside agency
Need to be investing $350,000/year to replace equipment at end of projected life. Currently putting $0 toward this.
If ISO Rating lost, cost to each homeowner will be 5X what they would put toward maintaining fire dept.
Preliminary analysis of results of survey is that public is overwhelmingly in support of Elk Creek.
Current newsletter will cover wild land fire, mentions survey.

Operationally: restore one position of three cut (@6:20)
Budget: make significant changes to fleet. Eliminate 8 of 25 vehicles by purchasing vehicles capable of doing more than one job at a time
Budget $390,000 into capital investment fund ever year to replace apparatuses. Reduce to $270,000/year

150 respondents
83% in favor, 3% undecided, 14% ± opposed

1.6mill permanent levy @16:00
0.9 mill for vehicles until they are purchased
2.5 mill total

Attorney has Given the board some alternative recommendations, suggests it remains private for now as it's in draft form. Board must review and make recommendation tonight, due to counties by end of month
Attorney says according to TABOR there may be issues tying it to vehicle purchase

Other option is to sunset entire amount of levy, for example after 10 years.
Voters would need to decide on renewal at that point.
Pros: it's favorable for voters to see end to mill
Cons: hard cost associated with putting on ballot (pro-rate share only for number of voters in this district)

Attorney recommends someone is appointed as key person to deal with issue as it will require time and effort during start of fall wild land season.

Motion to appoint Rhonda Davis as district representative, notify both JeffCo and ParkCo.
Alec Schwartz made motion, Stan Foxx seconded, all board members voted unanimously in favor

144 calls run in June, a record
13 fires total, 7 wildfires, 6 other (vehicle, etc)
Several fires responded to outside of district: Bluebell, Lime Gulch
Overlapped incidents 116 times, meaning at least one other apparatus was already out when another call came in.
Average response time decreased to 9:37, about a minute longer than quieter months.
Recruit academy completed successfully, graduated 22nd of June. 15 new firefighters.

Answering a lot of phone calls from residents about insurance rates and mitigation.

Got a matching grant to purchase laptops to replace ones that are literally falling apart.

Submitted reimbursement of $136,000 for Black Forest, Canyon City, and other fire outside of district.

WOW.....altho I do NOT live in Jeffco...this is a truly great thread....THANKS for "one source"
compilation,it sure allows for a more comprehensive review of the problems/issues for our fire
guys.....NOW if we could get Parkco Platte Canyon....what an accomplishment!

Thanks homeagain, I'm actually feeling really blessed that I've been able to do this for all this time - I feel like I have a solid background of knowledge about the department now, especially in regards to the upcoming mill levy ballot issue. It's very important that everyone take the time to get informed about their fire department and why they're asking for voters to pass this tax.

I would love to cover Platte Canyon FD as well. I haven't had time to stop in and introduce myself to the new chief yet and ask (he's a former Elk Creek FF, by the way, good guy according to Chief McLaughlin which is a great endorsement to me), but I'm hoping soon. With all the meetings I already attend though, I will likely need assistance in getting them recorded. If anyone's interested, please let me know and I'll see what I can arrange with the Platte Canyon Board. Thanks!

Lease revenue - receiving payments from cell tower at station 1.
Negotiating with Wispertel to get lease payments for tower at Station 3 - used to be free for them in exchange for free internet service provided. No longer get that from Wispertel, so they can pay to lease.
Also negotiating with ham radio club in Denver. They erected the tower 20 years ago, time to start paying in.

23% decrease if mill does not pass. Funding level of 16 years ago.
1% increase over 2010 budget if it does pass.

Human resources $3000 budgeted for hiring of 1 position if mill passes

Emergency Services
Medical Exams - strongly recommended by insurance provider to reduce dept risk
Dispatch - Jeffco dropping once we get big enough (call volume). Will be a new expense. Consolidation into 2 dispatch centers for county, dept required to pay. Benefit to district means we can get lower insurance classifications for certain areas due to not having Jeffco dispatch refusing to recognizing automatic aid from other nearby depts.

Fire Operations
PPE - $10K to replace gear as needed if mill doesn't pass.
With mill levy $80K to recruit additional volunteers

EMS Operations
Immunizations added back in.

Prevention
50% of position hired to fill cut Fire Marshall for prevention if mill passes

Training
EMT training expense paid for firefighters who wish to receive

Facilities
Install generator present but not hooked up at Station 4

Capital
3 interface engines
2 pick up trucks

Breakdown of additional revenue from mill levy
233,000 for trucks
82,110 for position
75,000 for PPE
20,000 for medical/fitness
27,705 into reserves

28,270 will need to be pulled out of reserves unless additional cuts are made

Thank You for the time, effort, and $ you expend to provide this very valuable information to the community!

I know that the amount of time you spend making and processing the videos, and creating the excellent and very helpful summaries (timelines) far exceeds the amount of time covered by the videos, and just wanted to point that out to others who may not be aware of it.

Also, you have greatly improved the quality of the videos since this was first attempted.

Good set.......thanks. Nowhere did I see a full routine disclosure of performance to budget.....possibly I missed this....but I doubt it.

AGAIN some entities have developed a www site with ALL budget and expenses against budget regularly posted for the taxpayers.
