Maybe it's a very efficiently designed clothes line? You can put the smaller items on the rungs of the ladder and dry the bigger stuff on the line. The chair acts as a sail capturing the wind and agitating the ladder making for faster drying times and the wheel at the bottom of the ladder ensures that laundry stays off the ground.
