I assumed it was probably from road construction work (rock blasters), and maybe they had controls on the inventory, even serial numbers or something?

I could see it inadvertently left behind if it was near blasted rock, but this was in pine junction. Can't imagine taking it out and accidentally leaving it and not coming back for it.

So glad kids didn't find it and decide to light it like firecrackers or something.

Went back to the OP. image is gone and I did not see any reference to it on the CDOT face book page.

The image is gone from the OP because it appears that Imageplay itself is gone and every photo that anyone ever upload through there will no longer show. Back to Imageshack...sigh.

It is on the CDOT webpage - you have to change the Posts selection from Highlights to Posts by Page - that puts them in chronological order. Scroll down a bit and it's still there, I just checked.
