A quick search found this.

Sex offenders told to move on
A deputy on routine patrol near Flying J Ranch at 9509 County Road 73 noticed a car parked near the public restrooms after sunset. There were six people in the car in violation of curfew. All the occupants were checked and showed up as registered sex offenders. One of the occupants was given a summons for possession of marijuana and drug paraphernalia.

I believe the 'violation of curfew' is more that the park is supposed to be closed after sunset rather than that they were minors as curfew for minors is based on time, not sunset.

Sex offenders are required to attend group therapy - they could have met there, in jail, at court, or court ordered treatment.

Some offenders are on probabtion, and as such, they also have curfews. But I'm betting it has to do with the park hours more.
