First, Fort Carson’s proposal is for authorization to use certain landing zones on public land within the Royal Gorge Field Office in conjunction with other uses of public land. The proposal does NOT transfer any public lands to the Army or grant Fort Carson exclusive use of these public lands.
Secondly, the BLM is going through a public environmental review prior to making a decision on the application. We are in the initial stages of the review, or the “scoping period” where we are asking the public to bring forward any environmental issues, resource conflicts or concerns that we should analyze in the environmental review. The scoping period is open through December 19th, 2014. HOWEVER, we’d like to stress that we are only in the initial stages of the analysis and there will be additional opportunities for public participation and input in the process. We currently anticipate at least one other round of public meetings and public input when a draft environmental assessment is ready for review.

Please note that the analysis will consider a number of alternatives to Fort Carson’s current proposal that may include changes to the proposed landing zones, additional restrictions (such as timing or amount of landings), and possible additional mitigation measures. We have heard an number of concerns including noise impacts to adjacent landowners, wildlife concerns, concerns with previous HAMET activity, etc. that will help inform what other alternatives may be considered in the analysis.
