If Morrison was limited to generating 20% of their revenue from fines they'd cease patrolling the roads outside of their main drag and the feeders coming off of Hwy 8 and 93 leaving the patrol and enforcement on 285 to the CSP and Jeffco, as was the case prior to their flagpole annexation of a short stretch of the road to raise revenue. Either that or they would lower the amount of the fines so that all of the tickets didn't generate more than 20% of the total revenue, if as they contend, the patrol is to increase safety. The budget for the Revenue Department would have to be cut to reflect the new reality and they might have to raise some of the taxes for the town to make up for the drop, but at least then they'd be paying for their own services rather than effectively levying what amounts to a travel tax through their town.
