so i have a question. i have a friend who doesn't use her work's computer but she does use their wifi to access and respond via her phone. do they monitor that too?

Depends. Some actively track it and report the worst offenders. Some passively track and report only when it's suspected in affecting performance.
It might not seem like a problem until they need to choose someone to lay off. Then the question might be raised "Who spends the most time on the internet?"
One thing for sure - almost every mid or large sized company does track all internet and email. If they offer wifi for the phones, they'll be tracking that as well.

People who do not work every minute that they are at work should be fired.
