Maybe I don't know the illegal procedure rules, but what about that play is illegal procedure? The center hands the ball to the quarterback and the play starts. No where does it say the other players have to move a certain way does it? If they jsut want to act like statues it is not illegal procedure if they are not moving is it?

It is up to the official, but it is illegal procedure in the case of the center reaching around to hand the QB the ball. And in another ruling it can be called illegal formation.
