Fairplay, Colo. (APRIL 12,2020) –
As the COVID -19 pandemic progresses, and in response to individuals traveling though and to Park County and to individuals not following the State amended Public Health Order 20-24, (3-25-2020) Implementing Stay at Home Requirements.
The County Commissioners are holding a special work session, on Tuesday, April 14, 2020 at 9:30 am, to discuss a local Public Health Order to limit the Health impact from COVID-19.

MEETING NOTES: Dick spoke first, explaining about why they need to act vis-a-vis short term rentals because risk to emergency workers who then need to be taken out of service for 14 days and locals are at risk due to reduced staffing. He also basically said at start of meeting that the road closures or attempting to limit access to county roads is probably off the table (for him at least), Mike spoke and his comments were 1) worried about open meeting and whether this qualifies and 2) why aren't people (locals?) wearing masks - referred to people as hillbilly's which went over as you might expect with the people in the meeting; then Ray spoke mostly about not wanting to infringe on peoples' rights and that whatever they pass is legal and a nod to the county attorney for her help there.
Sheriff speaks and talks about concern for first responders, especially responding to health emergencies suffered by people out of county or out of state, also concerned about out of county folks passing through in groups without regard to social distancing (e.g. he gave an example of a group of young motorcyclists riding up to loaf and jug and all hanging out and going in without masks etc). Made a pretty clear comment that he views homeowners (2nd homeowners) have "more rights" and will have "no problems" with his department as far as he is concerned.
Sheriff says it is really a matter of resources, his office will NOT be driving around looking for out of county or even out of state people, their enforcement efforts will be focused on complaints.
Dick speaks about the actual health order, again essentially saying that they are going to delete the road closure sections, expand the short term rental ban and making exceptions to the short term lodging ban for local workers - he's reading a draft I have not seen.
