Democrats, Republicans Celebrate Pitiful Excuse For Common Ground
WASHINGTON—Following Sunday’s pathetic excuse for an agreement on raising the government’s borrowing limit, Democrats and Republicans took time to celebrate the meager, ineffective deal, calling it “a testament to the not-so-great things that can happen in Washington when both parties barely come together and agree to not really accomplish anything.”
President Obama, Senator Reid, and Speaker Boehner have a new 2 trillion dollar credit card. How long before they max it out? December? It would be nice if the credit line would hold out until 2013, but I doubt it.

The 2012 budget hasn't been passed, thus no appropriations have been made for 2012, thus the raising of the debt limit to allow an additional $1.5 Trillion in deficit spending for fiscal 2012 is not paying for what has already been spent. It was a non-negotiable term necessary for Obama's signature since he didn't want to have to campaign for re-election while arguing for another trillion dollar plus increase to the debt limit. Reid's refusal to debate any bill in the Senate that didn't already have Obama's blessing was simply an attempt to run interference for his party leader in the hopes that Obama would be spared from being linked to the debt limit increase, which could harm his re-election chances. To heck with what is best for the nation, the Democrats were only interested in what would give them the best shot at holding onto power in DC.
Look for the baseline upon which numbers are based to change as part of the 2012 budget. That's the next battle that will be fought vigorously in the halls of Congress with the Reid Senate doing nothing without the blessing of the executive first. It may come as a surprise to most people, but the DC legislature is actually there to represent the interests of the states and their citizens, not the executive.

And actually so much of the spending isn't actually under Congress's control, a lot of it is on autopilot, like entitlements.

Which are, actually, under the control of Congress because Congress is the one who put them on that autopilot. That is why the baseline upon which the next DC budget is based is the next point about to come under withering fire during the 2012 budget negotiations.
