I'm actually shocked by that. I can think of no scenario when targeting innocent civilians would be justified and I feel quite confident that if asked Jesus
Christ wouldn't either.
There is a big difference between the words Never and Sometimes. The Muslims say never because it usually them getting their butt kicked by soldiers. Nothing surprising here....in Muslim countries - many of "civilians" are the enemy.
