They can suspend or expell by the image or mention of guns, so I don't think that is the problem. Stop coddling criminals, first offence try to re-educate, second hard time without tv, radio, computers, etc. And if a third time happens, life long chain gang work crew. The incentive/disincentives need to be clear on why school/jobs beats jail/prison.
I am for the school culling option. It's pretty obvious to teachers which students WANT to learn and which ones don't. Students who want to learn should be encouraged and time shouldn't be wasted on those who don't.

That's rich. Given his body of work, I do not think he has ignored anything. He is probably as prolific as Issac Asimov was.
He ignores much in this article. I have read him and often agree with him which increases my disappointment with the race baiting he engages in here. Mobs of young black men are not coming for your women and TV. Philadelphia has long struggled with racial violence. It can be addressed that way without trying to pull Denver into it.
