I usually pay $10 or $15/hour, but I have high standards - my babysitters are almost always people I know and trust, who have been in positions of authority with my kids either at daycare, school, or Taekwondo, and/or have years of early childhood education training (one has even gotten certified to be a director of a learning/daycare center), stay up-to-date on safety training, and who I know I can count on in an emergency to make smart, level-headed decisions. But the high school girls in my neighborhood are trying to charge that much too (they get called only in an emergency need situation, and only after I've asked my neighbors or friends if they can take the kids temporarily).
Sometimes, it really sucks not having family in town...

I believe that 1099's are not required for less that $400 per year.
