In the 107th, the Senate was split, but Cheney was the tie breaker, so they essentially had control of both houses.
108th, Republicans controlled both houses.
109th, Republicans controlled both houses.
110th, the two Independents in the Senate were Dayton - MN and Jeffords - VT. They both leaned left, which essentially gave the Senate to the Dems, but Jeffords was a switch from Repubs in 2001 and occasionally voted with Reps. So in the 110th, the Dems barely controlled the Senate while controlling the House.
To sum up, the Republicans had control of both houses for the first 6 years of Bush Presidency and then the Dems had control for the last two.
