It's just a "given". Look at the laws that our deputies have broken, but they receive only a "slap on the hand", or they're told to get the hell out of Colorado before people find out the truth, or reports are "botched" to cover-up, then followed by huge raises. Faith in the words "to serve and protect" went down with the 70's.
