Apparently being a community agitator and a junior senator is enough of a qualification to be elected in to the office of the President of the United States. I think she was referring to the economy already being in a tailspin when he took over and the tailspin continuing after he took charge.
And who can say how much worse it would be now if, as BOTH presidents wanted to do, we hadn't pumped huge amounts of money into the system to try and slow the economic crash.

Wayn-o....there was no president Bush, the conservatives have expunged him from their conscious...it's all on Obama now, the economy, the wars they used to be for, but now are against because they are Obama's wars......Bush never happened.
