He isn't calling every American lazy, just the ones marketing America. Businesses salesman, and the Dept. of Commerce, I presume.

But I bet part of the reason not as many foreigners are willing to invest in America over the last 10 years is increasing regulation, high property prices during the real estate boom, and better opportunities in Asia.
But as the dollar falls, property bubble deflates, and more communities offer tax breaks for large businesses, this should correct itself.
