You can't. And the next batch you vote in will morph into the same kind of leaders. It's the Political Class... they belong to it, you don't and they don't do your bidding. Sorry.

My perspective - the point of having fund balances is to have a rainy day fund - and ParkCo seems to be budgeting reasonably well.

Rainy day funds are there for a reason - you save in goodd times, and draw down in bad times.

For about 5 years, the county has run annual surpluses - so I think it's fine to draw a modest amount on those accumulated assets.

Most municipal organizations are seeing budget shortfalls, right now, thanks to state problems, as well as declining property values.

ParkCo has
- reduced the budget
- drawn down on the rainy day fund
- introduced moderate mil levy increases (appraisals are still well below figures from 3-5 years ago)

I think I'd be concerned if they were moving toward their last penny - but that's not where the county's appears to be at.
(at least according to the financial statements).

I'm not really out to cry foul - but there's a few things I think are in order:
- I'd like to see is a general fund statement of cash flow (something they didn't provide in the last audited financial statement).
- I'd like to see fewer dollars in "investments" - and more in cash. The financial statements show about $15M in "Cash and investments."
Of this total, $12M are in "investments" (Colotrust - lots of mortgage portfolios and commercial paper)

I've been gone a while now, and when I read this and the Flume article regarding this conversation, I was laughing my ass off. It is soooooo frickin' funny that it is the very same identical conversation Michael Graves said WOULD HAPPEN, and guess what, it is!! I'm loving it..... People are so blind in this county.
