No more than Rumsfeld stepping down signaled some major change in the Bush Administration... Colin Powell, Press Secretary Scott McClellan, (who made it clear that he could no longer speak the lies and spin that Rove and Bush wanted him to say)...
No, I think Hillary will probably keep her promise to spend only one term; I think Daley is stepping down because he is tired of the pressure cooker...
If they are really leaving because they are tired of the pressure cooker, why don't Presidents or Vice Presidents ever step down for the same reason (did LBJ?)? The pressure must be even higher for a President.
Gee, I would guess because they are elected, and the staff are not and serve at the request of the president... But you really weren't interested in asking an intelligent question, were you?

Great question. But I think part of the reason why people jump ship is for the money. While your buddies are still in the White House, now is a good time to get a cushy job where you can influence them. This would have been a great reason for Daley to move right now.
And sometimes the people are pushed, like Rumsfeld because the have become politically damaging.
A President resigning mid-term would be seen as a failure. Even not running for re-election would be seen as abandoning your supporters. I am surprised more VP's don't resign. Cheney kept at it despite huge health woes because he liked the power. And Gore stayed because he thought it would give him the job in 2000. Almost did. Thank you Nader!
