Romney Paid More Than He Owed
That mistake did not affect the taxes owed, but another error was more significant. It appears that the return filed by that trust overstated capital gains realized by nearly $300,000, causing Mr. Romney and his wife to pay about $44,000 more in taxes than they owed.
Such is the state of American tax law, circa 2012. It is so complex that even experts get confused, and some of those most able to pay can legally pay lower rates than people who earn far less.

You pulled a similar thing with Clarence Thomas, although there you flat out said he cheated on his taxes, and now you are just implying it with Romney. There is no evidence so far that either cheated on his taxes.
Thomas failed to correctly fill out a disclosure form just as it appears Romney did. Neither disclosure form had anything to do with reporting taxes to the IRS. If there is a penalty associated with not correctly filling out a disclosure form then they should pay the penalty. As I recall for Thomas, there was no penalty.
And if Romney owes a penalty, I'm guessing the $44K that the NY Times says he overpaid in taxes should more than cover it.
