Nothing like a bit of legislation passing well after the problem ceases to be; Mexicans are staying in Mexico because the United States is no longer the land of milk and honey. Thanks Barry!
I can explain it to you but I can't understand it for you.

Corruptissima re publica plurimae leges; When the Republic is at its most corrupt the laws are most numerous. - Publius Cornelius Tacitus
Nice that you have the money to afford a passport RT..many do not, nor do they have a need for one. But if they want to travel through or vacation in AZ....it is wise for them to invest in one. And they wonder why tourism is down in AZ.

Too bad too sad for those ILLEGALS who can't afford to get LEGAL documentation. It must suck for liberals that our Constitution isn't organic and doesn't change for their political desires.

We would not need passports if the states would also enforce their own laws- in Colorado one must be a legal resident (or a citizen) to obtain a drivers license. By default- everyone with a driver’s license should be legal here.
Lately though- it's questionable whether this is really the case- several politicians and law enforcement authorities have been advocating issuing drivers licenses to illegal’s. No wonder Arizona needs more proof- we have compromised the standard by allowing the law to go by the wayside.
If this law is found to be constitutional- look for many other states to adopt the same kind of laws.
I hope to see one here in Colorado very soon- the ruling on this law is expected in June.
