That wouldn't be necessary - just turn their full time jobs into part time positions and hire those that are unemployed to do the work the other half of the time.

It took Reagan about 3 years to turn around the stagflation of Carter & Nixon. Must have known what he was doing, and actually spent time being President instead of on tour like Barack Obama.
