Lugar could hardly be called a moderate. He opposed the major domestic initiatives of the Obama administration, and he backs a flat consumption tax advocated by wealthy wage earners. But he has worked across party lines on agriculture and nuclear proliferation issues. And he has never been much for incendiary rhetoric and anger.
To be sure, Lugar suffered from self-inflicted wounds. At 80, a case could be made that it's someone else's turn. He has not maintained a residence in Indiana since 1977, leaving the impression he has lost touch with constituents. And, as he lagged in the polls, he resorted to specious attack ads, which ultimately proved to be no match for $4 million in outside money spent to tar his reputation.

It finally went over a trillion the first year Reagan was president and almost tripled by the time he left office.
