Be aware that those quotes are misleading, they are best case and they will up-rate you during the underwriting. My guess is if they say $250/month you are going to pay more like $350-$400. Just a FYI... I also read some cos. offer teaser rates for the first year, and it catches up later. It all sucks really. Good luck.
I found this study by the state of Indiana on the ACA rates vs. current rates and they too seem to assume that actuarial value is similar to coinsurance. And the study also shows you can save big with the ACA if you have a pre-existing condition, but your insurance cost goes up a lot if you are healthy and make somewhere over 300% of the FPL.
So far as individual insurance quotes go, I've had individual insurance from several different companies over the years and in my experience the quoted rates are what I got, assuming no pre-existing conditions. You do have to go through underwriting once you file an application (as you mentioned), and one time I had a company that wanted to add 25% to the quoted rate due to a prescription I had at the time. But the other companies I applied to didn't add any additional rate. But it was a prescription, and I guess that is a pre-existing condition. I've never heard of any "teaser" rates with health insurance. Yes, the premiums go up (as they will with the ACA too), but my premium was always very close to what they quoted for new members (one time I noticed new members were a bit lower).
Well I know they uprate me for being a motorcycle rider, and I guess I'm ok with that sort of, though I'm pretty sane and safe. Prescription drugs is another flag, and I think that is unfair really. Being rejected once by any insurer is bad too, you are blacklisted forever. That sucks too. I do sympathize with jmc. I think some sensible regulations on pre-existing minor stuff could have solved alot of the original problem. It used to be very easy to sign up, not anymore.

I was turned down by 3 private insurance companies. I offered a rider on my pre existing condition and was told it wasn't worth their time to even try to figure that out.
I'm happy to have a Colorado version of Obamacare. i would of had to leave the state otherwise.
The calculator is not accurate for most people.
Cover Colorado looks like a very good solution for those that live here. However, when I checked their rates today I was surprised to see they still have a $1 million lifetime maximum. That lifetime maximum was eliminated for regular health insurance policies some time ago by the ACA (a couple of years ago, as I recall). So I don't know if that is a typo, or if high risk policies get an exemption. $1 million lifetime max is a pretty low number with health costs as they are today. But at least their rates seem competitive if not better than the ACA, though the ACA has no such lifetime max limit.

The max on Cover Colorado is a million, with ACA that will change. Lucky i get to go on medicare in a few years.

I don't recall ever being asked on my application if I was a motorcycle rider. If so, I certainly would of told them because I know they can cancel your insurance if you don't disclose all they ask on the application (and underwriting never tried to increase me due to riding a motorcycle). That's being changed with the ACA too, but if one lies on their application I don't know what will happen. And I'm not sure if the "can't cancel" rule is in effect yet. I know insurance companies now have to cover 26 yr old children and there is no longer any lifetime max. I don't think the pre-existing condition coverage kicks in until 2014.
Well it must vary with the insurer, I know they asked me, Golden Rule/United Healthcare.
One misconception I see on here is that "all of us against Obamacare are happy with the current system". Not true, it sucks and needs improvement. Obamacare is absolutely not the solution though. We need to go thru this disaster first to prove it though. Good luck.
