Back when it was expected that useful work would be performed in exchange for the support provided by public charity. Today those receiving the public charity for 99+ weeks feel entitled to receive their public charity without exchanging useful work for the support. My how times have changed.
Think there's even a remote chance today that the people getting food stamps, housing subsidies or unemployment would be willing to pick up a shovel or cart wheelbarrows full of cement up and down a mountainside in exchange for their federal stipend? Me neither.
