Since 1/3 of the money spent by the Feds, 1.5 trillion is borrowed, maybe we need to trim back some of these programs. Might encourage the illegals to go back home and fix their own countries.

Since almost all of the immigrants cited in the study were here legally, why would this affect the amount of money spent. Would it not be better to create better jobs to get those in poverty out of poverty?

According to this report, the 57% number includes any form of welfare (charity, food banks, etc.) at all, while 36% receive a form of major welfare (SNAP, TANF, Medicare, etc.)
According to the report, only about 5.5% of those on welfare are illegal Mexican immigrants, the rest are legal immigrants. This "study" also lumped children born of immigrants into their compilation of immigrants, even those children are US citizens.
The report also points out that in terms of cash assistance, the rate is about equal among immigrants and natives. It is only with the food assistance that the rate changes.
What I take from this report is that there are a large number of Mexican immigrants living in poverty situations. We should be emphasizing education and training to move this population into better earning situations.
I disagree. We should be emphasizing education and training to move the citizens or those on the path to citizenship into better situation. We should be emphasizing bus routes to move the illegal population back where they came from.

I'm not one of those that equate Mexican and illegal. I equate illegal with illegal, regardless of origin. I also equate illegal and on welfare with blood sucking leech.

Sign up for a background check, pass a test that ensures you speak enough English to get by, and agree to enter the USA as a Guest Worker with conditions. How about something like this?
Guest Workers are not Citizens, they can't vote and they are entitled to a limited set of Gubment services - Welfare is not one of them. Guest Workers must find full time, or the equivalent number of hours in multiple part time jobs in the first 30 days in the USA or be deported. Guest Worker's wages will be taxed at the same rate as Citizens making the same amount of money. Employers will be responsible for reporting hires and fires of Guest Workers to the State and Federal Governments on a monthly basis, Guest Workers that have been unemployed for more than 30 days are deported.
Guest Workers that commit a single Felony or multiple Misdemeanor offenses are to be tried in the US judicial system, Federal if Felony, State or County if Misdemeanor. Sentences will include but not be limited to the current penalties that apply to Citizens for the same offense, deportation and being banned from re-entry in to the USA being additional options.
Guest Workers are required to return to their native country for a minimum of two weeks every two years. Guest Workers that demonstrate a history of four years of continuous employment, no criminal offenses, and a desire to immigrate to the USA are eligible to apply for a Green Card however all the rules of being a Guest Worker still apply.
Why not? The first problem is that the Federal Gubment is two faced on this issue on both sides of the isle and there are real economic impacts under this kind of program. If the Feds continue to refuse to tighten up the borders, deport Illegal Aliens, and allow them to receive entitlements like Welfare there is no chance a Guest Worker program will ever get off the ground in the USA.
The effect of this kind of program would also have economic impacts, if a farm can get away with paying Illegals a couple of bucks a day for harvesting crops off the books they will continue to do it. What would happen is every industry that attracts Illegal Aliens was held accountable for paying minimum wage, all of the accounting, and the additional burden of reporting actual employment information on a monthly basis? Consumer prices will increase and Corporate profits will suffer to some extent, it would be a short term economic damper if the program was well coordinated and administered - something the Gubment is not and never has been good at.
