you sound like a conservative Dougy, they (at least the tea party) think the entire government is non-essential. Otherwise why would they have shut it down without a thought to who, or what, would be adversely affected by it? Ok, now they are thinking about those parts of the shutdown that adversely affect their reputation.....and trying to put bandaids on the gaping wound.

You could farm out a lot of this work.
State prisons instead of federal ones.
Nuclear plant security? Couldn't the utilities provide it themselves?
Pell grants? Eliminate these and college costs might start declining. If you actually have to pay
for college, you might choose a cheaper institution.
