He doesn't have to pander, he holds many of the same views as they do. His opposition to public sector unions and his willingness to stand on principle even when it is less than popular are core principles of the TEA Party members. Unlike the Union's current executive, Christie has shown an ability to work with both sides of the aisle and lead to reach a consensus which is acceptable to both sides.
