I was thinking Navy can handle lots of Air Force flights. Familiar with Navy more so than the others since lots of family have joined at one time or another. But doubtful that AF would ever go away or become incorporated in the Army or any other. In spite of current issues they play a very valuable role. Can you picture our government moving AF to any other without incurring outrageous amounts of money to do it? Better to leave as is. Every time our gubment does anything it costs us a fortune. Time would be better spent getting rid of the required obsolete aircraft, tanks, etc. for all branches.

Good answer Bob, I think that is a part of it.

I also think most agencies in government were created out of legislation decades and decades ago, and continue to live on forever with their legislated "mission statement" and authority. It would take a massive review of old regs and laws to reorganize government. CEOs and private companies are not restricted by that. Congress should periodically review the government structure and re-org as needed. It's a big job though.

I vaguely recall something called the sunset law. I believe it required periodic justification of either laws or agencies or they go away.

I guess the political class sabotaged it well.

Remember Graham- Rugman(?), it set limits on gov spending by law. Again it is a vauge memory but I think the way they got around it is to pass spending bills that started "Notwithstanding Graham-Rugman we are going to continue to spend future generations into so much debt they will be slaves forever". Or something like that.
