Everything I have read says Obama chose not to meet with Karzai because of the upcoming elections there.
Yahoo news say the administration tried to set up a last minute meeting with Karzai but the Afghani declined. Probably just posturing by Harmid since the US and Afghanistan still need to hammer out a post occupation agreement.
