Why does this excess have to be given to the government to squander? Why can't we trust people like Bill Gates who has vaccinated billions with his profits. Better than giving it to the government so they can give terrorists like Hamas hundreds of millions of dollars.

What is considered a loophole? The tax code is written by Congress and signed by the President. Is that illegal?
