I find that hard to believe too. 99% of what diplomats negotiate is never mentioned. They are incredibly tight lipped. Was just reading about a German offer to loan Patriot missile batteries to protect Poland from Russian mistakes and the diplomats in the story refused to use their names. Very compartmentalized.
