Is the Colorado Secretary of State allowed to overrule the Colorado Supreme Court?

Or is this all deep politics? Never Trumpers petitioned the Colorado Supremes to take Donald off the ballot because they think Nikki Haley or Ron DeSantis is a better choice.

And maybe the Colorado Democratic Party decided that senile Biden can only win against President Trump so they want to make sure he wins the Colorado primary.
