They'll have to go through all of the voters (including myself) that keep voting it down in order to do so. You just wonder how many times they have to bring it up and fail before they crack the code?

Just for starters, let's look at Page 5 of the CP&RD Service Plan, line by line:

The District will provide such Park & Recreation Services as can be accommodated through rental or use of existing facilities and spaces.

1. The District may seek to rent or use facilities and spaces located within the King Soopers Center/Aspen Park, Conifer Town Center, or any other suitable and available facilities and spaces as may be selected by the District Board. Let's see - what facilities at the shopping centers are they thinking of? Office space? Not exactly economical, considering for-profit businesses can't afford the rents and, considering how the management at the Conifer Town Center seems to be running their business, somehow I don't expect them to give space for free or at a discount. Nothing else at either center appears to be suitable for "recreation" -

2. The District may investigate the possibility of entering into an Intergovernmental Agreement with Jefferson County Open Space to
assume management and operation of Beaver Ranch. If Jefferson County Open Space is amenable to such an Intergovernmental Agreement, District activities could be held at the facilities currently located on Beaver Ranch. Aren't the facilities and the land at Beaver Ranch Open Space already available to the public? Why do we need a District to use them?

3. With voter approval of the initial operating mill levy, But - they keep saying there won't be one!

the District will organize its initial offering of recreational activities, secure program facilities and/or spaces, and provide for the necessary personnel and/or equipment. If, at a future time, the District Board determines it is in the best interest of the community and is economically feasible to do so, the District may seek voter approval for financing to construct a recreational facility(ies) and/or outdoor multipurpose fields. The District will strive to provide Park & Recreation Services to all segments of the population, such as

4. sports and athletics, We have the school programs, Little League, a soccer program -

5. indoor/outdoor social events, indoor events - the schools have dances, etc. The Chamber of Commerce sponsors the Christmas Parade, somebody does the Music Festival, there are already arts & crafts shows, anyone who wants to put together something is free to do so.

6. physical fitness programs, we have Physical Education at the schools, if the schools would get their act together and actually offer/require it. For the adults, we have at least 3 commercial gyms in the area - is the district going to put them out of business?

art and
7. theater programs, We already have the Stage Door Theatre Company.

8. gardening Uh - most folks around here have land for their own land for gardens - or do these folks just want to create a one-stop-cafeteria for the elk and deer?

9. and social activities for youths and senior citizens. The youth have activities connected with the schools, the churches, and each other. The senior citizens - well, again, the churches and doesn't MRC put together things for the seniors?

The District also will strive to identify and meet the recreational and fitness needs of qualified individuals with disabilities. Park & Recreation Services available to the general public may include, among other activities,
10. organized team sports, sports tournaments, Already have them

11. dance We already have a few dance schools around here
and

12. cheerleading, Aside from my initial reaction - the schools already have cheerleader squads for their teams, don't they?

13. exercise and aerobics classes, Try Jazzercise at Windy Point - or are they going to put them out of business, too?

social gatherings and meetings, painting and art classes,
14. theater performances and programs, Again - the Stage Door Theatre Company

15. snowshoe and ski rental, There are rentals available in Evergreen - not that far away - or you can buy used equipment pretty cheaply at thrift stores and ski sales all over the Denver area, including the mountain communities. Or, why not just go up to Echo Mtn and actually ski or board?

16. community playground(s), The schools already have playgrounds - or try playing in the front yard - probably safer anyway.

17. amphitheater operation and maintenance, where do they think they should build an amphitheatre? And why? Go down to Red Rocks if you really want one.

18. community garden(s), Again, DON'T feed the wildlife!

19. dog park maintenance and operation, We have a Bark Park at Beaver Ranch - how many do we need?

and, if appropriate,
20. facility rentals. What facility rentals if they aren't planning to build a facility?

The District also may engage in
21. the preservation or conservation of sites, scenes, being handled by the Conifer Historical Society and the Chamber of Commerce

22. open space, Already handled by Jeffco Open Space and Denver Mountain Parks with lots more money than they will be able to get out of the local residents

or vistas of recreational, scientific, historic, aesthetic, or other public interest, as specifically provided by C.R.S. §32-1-1005(1)(b).
As permitted by C.R.S. §32-1-1005(2),

23. this Service Plan gives the District the authority, but not the obligation, to construct, own, or operate batting cages, if at a future time the District Board determines this is an amenity that the community wants, and it is economically feasible for the District to provide this amenity. The batting cages are mentioned at least twice by page 5. Sounds like that is what they are really looking for and the rest is just window dressing.

Programs will provide reasonable accommodations for qualified individuals with disabilities in accordance with the federal Americans with Disabilities Act (ADA) and related State laws.

Perhaps they can offer all these amenities with government funds at a low price and put all competing organizations out of business. Of course in the end we will pay more, since our taxes will go up.
