The bicyclers should not be allowed on the highway. The state and county governments have spent mega-bucks building concrete cycling roads (paths?) for the hobbyists and they should use these paths and stop playing in the highway traffic. This is not a backward European county.
Major Bean... did you read ANYTHING about the Bailey Hundo? It was a mountain bike race, not a road race. It was primarily on trails or forest service roads, not the highway.
