That old system is not longer useful. The internet / mobile phone is far more potent.
Obviously I don't have the slightest idea how this system is designed. But I wonder if they are trying to be too fancy and over-automating the thing. Basically you need to have an on/off signal from FEMA, and a switch over to a FEMA audio video feed. Not really rocket science. Its the automation part that is concerning, what if a hacker ties in and sends a bogus nationwide emergency message?
Seems to me this system needs some manual control and local oversight to confirm the message first, and then some manual switching by a tech.
Also, there are simulation methods and pre-testing that could prove these systems out before the "big test". JMO
