Back in the day you'd merely have to look in the phone book..So I posted "WALLET FOUND" on Pinecam and waited for a response, after 60 days without a response it becomes the founders property. You just have to make a good faith effort to find the owner.

If you have the owner's ID and the listed home address is current then it might be as easy as sending the wallet to the owner in the mail, you could also turn it in to your local Law Enforcement agency and let them handle the delivery. On the other hand if you are just looking for personal gain then why go out of your way to return it in the first place?
