Roscoe is one of the London Fire Brigade's fire investigation dogs. Similar to a drug, or explosive sniffing dog, Roscoe's job is to sniff out accelerants like gasoline or BBQ fluid at the scene of fires, to see whether a fire has been started deliberately. Apparently, he's quite good at it.
