Just a suggestion because I have dealt with a lot of freeze ups this season:
Check that all your toilets and sinks are adjusted properly and are not runing or leaking. Your sewer lines are probably very shallow and/or have little slope. If you have any water trickling through them they start freezing about 10 to 15 feet away from the house. If you have a clean-out, make sure it has an air tight cap. Running hot water really won't help much in this cold and I strongly advise against putting salt, antifreeze or most any chemical down your drain. From a general utility point of view, the homeowner is typically responsible for the entire sewer service line from the house to the point that it is connected to the city main (Unless it is covered in some sort of HOA/tenant agreement or there are multiple users on a common service line).
I just got off the phone with nobody and he asked me to say "nobody thanks you for all of your help and suggestions!"
He also said if anyone ever needs help, food to get by, socks for kids who don't have them, etc, to let him know as he and his wife believe strongly in helping neighbors and giving back to those in need.
I hope the sewage situation gets resolved soon and hope for the best for his family. If there are any further updates we need to know, please do post about it nobody.
