Yes. Hummers will eat small bugs while in flight. I was fishing on Bear Creek by the Church of the Transfiguration and watched a hummer fly into a swarm of small gnats about 3 feet above the water. It just hovered there picking them out of the sky one by one for about 5 minutes. They need protein too.
