The Jefferson County Board of Health is holding a meeting at Conifer High School tomorrow at 10am to present the proposed changes in the Jefferson County Public Health onsite wastewater treatment system regulation and to accept public comment and testimony.
Recent statutory and regulation changes at the State level have caused all local health departments to revise their local regulations to conform to the new statewide requirements. Among the proposal are additional soil test requirements to ensure that engineering designs address site-specific conditions such as high groundwater and shallow bedrock. Higher level treatment systems, which reduce wastewater contaminants, will receive additional oversight to ensure that they are properly maintained and operating as designed. Other provisions would require septic tank pumpers to report or repair leaking tanks. Also under consideration is a proposal that requires the buyer of a house to have the OWTS inspected and approved if the seller fails to do so before the sale, as is currently required.
"Most of our mountain residents are impacted in one way or another by these regulations," continued McNulty "and to keep them workable and enforceable we need citizen input."
The Board earnestly encourages public participation in this important decision-making process and welcomes both written and verbal testimony. Formal adoption of the new regulation is scheduled for February with an effective date in early April 2014.

"Now, more than ever, the illusions of division threaten our very existence. We all know the truth: more connects us than separates us. But in times of crisis the wise build bridges, while the foolish build barriers. We must find a way to look after one another as if we were one single tribe.” -King T'Challa, Black Panther
The truth is incontrovertible. Malice may attack it. ignorance may deride it, but in the end, there it is. ~Winston Churchill
This could be a nasty (pun) situation....look at the details carefully. Especially the soil specs, acceptance criteria, and grandfathering of existing systems. Labs could make $$$$ and citizens have to back fit systems (contractors stand to gain)........buying /selling could be a nightmare....
Thanks deltamrey. Will look at the details and provide some comment. Not much time given before they formally implement them.
It boggles my mind that we need to make the buyer responsible for inspection and approval when the seller is already required. It makes more sense to enforce the rules they already have instead of piling more on.
