Oh, so fencing is part of the system. I think Evergreen with its large herds crossing Hiway 74 could benefit from it. So could ParkCO near the cemetery just above the light. Systems as low as $15,000 seems doable if they really could implement for that cost. However unless there is a lot of high fencing herding them there seems to be lots of possibility of accidents elsewhere along the hiway.
Folks, before we go and throw a bunch of money and resources at this problem let's consider that the solution could be as simple as just moving the signs to safer locations...
