Essentially, the producer's mom has a neighbor who has a dog who constantly gets out and comes to her house. She's always taken him back in the past, but he keeps getting out. The neighbors haven't come looking for their dog, so she basically figures that they aren't interested in getting him back (uncaring owners?) so she's keeping him.
What would you do? Keep taking him back, or keep him and figure you're going to take better care of the dog than his owners had?
"Now, more than ever, the illusions of division threaten our very existence. We all know the truth: more connects us than separates us. But in times of crisis the wise build bridges, while the foolish build barriers. We must find a way to look after one another as if we were one single tribe.” -King T'Challa, Black Panther
The truth is incontrovertible. Malice may attack it. ignorance may deride it, but in the end, there it is. ~Winston Churchill
