It is definitely brass monkey weather but the most miserable I remember being weather wise was quarterdeck watches in Japan. Not this cold but damp cold and miserable. Second choice would be posted as armed security on the focsle in torrential downpours during nuclear weapons handling exercises. Shook so bad I would not have been able to hit the broad side of a barn let alone an infiltrator. Worst part was there was no relief time. Relief was when proper authority properly secured you. And where the hell is he, who knows? Getting permission from the CO or eating lunch in the wardroom.
As a CTR SN I got the "opportunity" to visit Point Barrow in February. Nice place, much like Adak - naked woman behind every tree! I guess I should have caught on when the Quartermaster issued me an entire sea bag of cold weather gear, Mickey Mouse boots, and a sleeping bag that is three bags all zipped together - supposed to be good to -50F. Once briefed on "normal winter procedure" at Point Barow I figured it out - when you have to put on that many clothes and call before and after leaving and arriving at various buildings it's probably not a place you want to be for prolonged periods of time!
Reforger is my best cold weather tale, -40F without the wind gusts, sitting on a beach in Norway with a Marine Corps ground radar unit and working out of quick vans. Watched the USMC ground defense personnel signal the radar operators a couple of times an hour so they would point the active radar at a patch of beach for a few minutes. Once the steam was rising out of the ground the Marines would go stand on the hot spot! There's a joke in there about Marines not being able to naturally reproduce, I'll let you sort that one out on your own.
