EPRD Applies for $200K Grant for Lake Trail Repair

Application for Transportation Alternatives Grant is First of Many Funding Efforts
EVERGREEN (Aug. 12, 2016) --

Evergreen Park & Recreation District (EPRD) has applied for a $200,000 Transportation Alternatives Grant to help fund design and engineering for a multimodal transportation system that will improve the damaged portion of the Evergreen Lake Trail.

The north trail has been closed since April between Upper Bear Creek Road and the Evergreen Dam because of drainage and stability issues along the trail and adjacent State Highway 74, the Evergreen Parkway. Upon closing the trail, EPRD posted and published notices of the trail closure, placed soft barricades at regular intervals to discourage trail usage, and provided a detour.

"EPRD staff has been working extensively to develop robust solutions because we understand, as your local park and recreation district, that everyone enjoys and appreciates trail systems," said Ellen O'Connor, the District's Executive Director. "EPRD has engaged community stakeholders -- including Evergreen Metropolitan District, Jefferson County, Denver Mountain Parks, DEED (Downtown Evergreen Economic District) and CDOT (Colorado Department of transportation) -- to help us develop an organized plan that is supportive today and for generations to come."

Even before the recent issues with the 30-year-old retaining wall, it was clear that the narrow lake trail was not adequate to accommodate both cyclists and walkers visiting Evergreen Lake. The Evergreen Trails Master Plan completed in 2015 recommended crucial improvements, and created conceptual plans for improvements that included a wider concrete trail.

The Transportation Alternatives Grant would allow agencies to explore the concept of creating two trails - an ADA-compliant pedestrian trail along the lake, with bump-outs for fishing and wildlife viewing, and a bicycle trail by the roadway.

"This trail link is vital to ensuring the safety of both highway motorists and recreationalists utilizing the trail around Evergreen Lake in a safe and enjoyable way," Tom Hoby, Director of Jeffco Open Space and Parks, said in his letter.

"Evergreen is a key node in the Denver foothills road cycling network," wrote David G. Evans, Chair of Bike Jeffco. "Without the safe restoration of the Evergreen North Lake Trail, it will continue to be difficult for all but the most avid of cyclists to ride between the northern part of Evergreen, including Upper Bear Creek Road, and the downtown district."

J. Kelly Garrod, Treasurer and Director of Road Advocacy for Team Evergreen, in a letter of support for the grant application, said "a solution to the infrastructure problem is urgent."

"We believe the improvements to the trail would meet many of the goals of the Transportation Alternatives Program, such as enhanced safety, increased recreation improvements, enhanced transportation equity, improved environmental quality and maximized transportation investments," said Bob Finch, director of Natural Resources for the City and County of Denver, in a letter of support.

The repair is complicated by the need for funding and the large number of agencies involved in its maintenance and use, including the City & County of Denver, Jefferson County, Colorado Department of Transportation and Evergreen Metropolitan District.

EPRD is also applying for funding from the Department of Local Affairs and Great Outdoors Colorado for a Feasibility Study that will recommend a feasible long-term solution for the trail that addresses road run-off, drainage and erosion issues.

Safety is paramount to EPRD, cooperating government agencies and the community. The rec district continues to strongly encourage all trail users to use the trail on the south and west sides of the Lake, and not the narrow shoulder of SH-74.
