In May, Hill was in a minimum-security jail dispensary room with a 46-year-old inmate who was there for routine care. During the visit, Hill told the man his doctor had ordered a more detailed medical examination, according to the release. Though Hill was not authorized, nor licensed to carry out this exam, he told the man he could do it. But during the exam, the victim suspected Hill was not performing an exam at all, but was instead sexually assaulting him, the release said
