Witnesses began to testify for the defense on Wednesday, the third day of the civil trial to determine if Hartsel-area rancher Vern Wagner is fit to own and manage cattle in Park County. The Colorado Department of Agriculture has almost completed its side of the case against Wagner, having finished the presentation of testimony of Carl Heckendorf, a veterinarian with the Colorado Department of Agriculture.
