As lawsuits were being prepared against the state of Colorado for the Lower North Fork fire, Governor John Hickenlooper announced on April 23 that state officials are recommending moving prescribed fire and wildland fire management functions from the Colorado State Forest Service to the Colorado Department of Public Safety.
