On the surface it has appeared that the Redhill Forest subdivision southeast of Fairplay has been well on its way to replacing part of its water system later this year with a $4.3 million federal government loan, but now one Redhill property owner says a lawsuit is being looked into, largely because of perceived inadequacies with the approval process.
